BARÜ Signs the Sarajevo Higher Education Declaration

Bartın University (BARÜ) has taken an important step towards strengthening international cooperation by signing the Sarajevo Higher Education Declaration, which brings together universities from different countries.
The 2nd International Anatolian Academic Studies Symposium (ASAS 2026), organized by the Center for International Strategic Research (USAR) in Sarajevo, the capital of Bosnia and Herzegovina, brought together universities from different countries to discuss cooperation, research, and internationalization in higher education. Held under the theme “The Balkans in a Changing World: Multidimensional Approaches and Interdisciplinary Perspectives,” the event saw BARÜ sign the Sarajevo Higher Education Declaration alongside universities and academic institutions from around the world.
Universities to Jointly Develop Research Infrastructures
The joint declaration, signed by BARÜ Rector Prof. Dr. Ahmet Akkaya and announced in Sarajevo, focuses on authentic and values-based internationalization, education and academic mobility, scientific research for global justice and the benefit of humanity, and sustainable institutional cooperation. The declaration also emphasizes a fair and conscience-centered approach to science “from Srebrenica to Gaza,” calling on the academic community to take a stand against genocide and systematic persecution.
Within this framework, participating universities are expected to collaborate on joint scientific projects, establish research centers and laboratories, and carry out initiatives related to incubation structures and Technology Transfer Offices (TTOs). The knowledge, experience, and research infrastructures of the participating universities are also expected to be shared more effectively. Through these efforts, the aim is to support scientific research through new partnerships and transform research outcomes into technological added value.
Universities from Different Countries Unite Around Common Goals
The Sarajevo Higher Education Declaration was signed by BARÜ and 16 other universities from Türkiye, together with universities and academic institutions from different countries. The signatories from Türkiye include Alanya Alaaddin Keykubat University, Social Sciences University of Ankara, Artvin Çoruh University, Balıkesir University, Burdur Mehmet Akif Ersoy University, Gazi University, Istanbul Ticaret University, Kırşehir Ahi Evran University, Konya Technical University, Mardin Artuklu University, Necmettin Erbakan University, Osmaniye Korkut Ata University, Pamukkale University, Sinop University, Şırnak University, and Tarsus University.
As part of the international participation, universities and academic organizations from Bosnia and Herzegovina, Malaysia, Pakistan, and Uzbekistan also signed the declaration. The International University of Sarajevo, International Islamic University Malaysia, Bahria University, Samarkand State University, the Union of Academics and Writers of Islamic Countries, the National Youth Foundation, and representatives of USAR contributed to the declaration.
Stating that the declaration would provide significant opportunities for new research projects, academic mobility, and knowledge sharing, Rector Akkaya thanked everyone who contributed to the process and expressed his hope that the cooperation would yield positive outcomes.
